This position requires an experienced and visionary leader who can promote an institutional culture that values and supports diversity, accessibility, equity and inclusion. It requires a highly effective HR professional with a career of increasing scope and responsibilities in all facets of HR in enhancing the Human Resources function’s effectiveness and organizational impact within a performance based and growth oriented, social impact focused organization. This person will join a highly mission-driven team of clinical providers, advocates, educators, developers and administrators who are committed to providing , expanding and protecting access to health care for those who need it the most.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following, and other duties as assigned.

Through a focus on excellence in HR administration, the Vice President of Talent, Organizational Development, and Learning is responsible for highly effective recruiting and retention, performance management, supervisory capacity building, employee communication and engagement, and consistent application of HR policies and practices in support of PPGOH’s organizational success.  The Vice President of Talent, Organizational Development, and Learning will build an innovative, stimulating, diverse team-based work environment consistent with our In This Together™ values, principles and metrics.

  • Develop the affiliate’s talent and strategic human resources objectives
  • Provide advice on the impact on people, translating the strategic and tactical business plans into operational plans.
  • Plan, develop, organize, implement, direct and evaluate the Affiliate’s human resource function and performance ensuring it is supporting the organizational development design and change programs.
  • Oversee the compensation and benefits programs to ensure motivation, incentives and rewards for effective performance and attract the best available talent in the industry.
  • Develop human resource planning models to identify competency, knowledge and gaps. Ensuring succession plans are in place for key roles.
  • Determine and report on measurable outcomes that clearly identify the affiliate’s human resources successes and opportunities.
  • Provide leadership to advance our Affiliate’s climate to ensure that PPGOH’s policies and practices reflect our values and support the professional, social and personal development of all staff.
  • Assess the affiliates needs related to equity in diversity and inclusive excellence. Develop metrics to measure results of program and policy implementation.
  • Provide insight and oversee organizational training and curriculum development for PPGOH staff and management.
  • Develop appropriate policies and programs for effective management, retention, and motivation.
  • Analyze reports regarding critical organizational functions and management and provide necessary recommendations.
  • Responsible for setting and managing the budget and other financial measures of the Human Resources department in conjunction with the CEO/CFO.
  • Provide a regular evaluation of the HR structure and team, plan for continual improvement of the efficiency and effectiveness of the group as well as providing individuals with professional and personal growth with emphasis on opportunities (where possible) for individuals.
  • Manage a distributed team of HR professionals.
  • Coordinate the activities, programs and strategic HR plans throughout the affiliate ensuring consistency across all entities.
  • Maintain knowledge of HR policies, programs, laws and issues and understand the differences of state and healthcare industry policies / programs and coordinate the integration of companywide initiatives
  • Responsible for compliance with all legislation.
  • Provide technical advice and knowledge in collaboration with Risk & Quality Management, Compliance Management and outside counsel to others within the HR department and the affiliate management team.
  • Able to strategically and tactically evaluate and implement sophisticated HR related programs and initiatives, while working with a variety of organizational leadership to build consensus around HR strategy and tactics.


This position will oversee a team of geographically diverse HR and training professionals.  This position will set strategies, goals and evaluate the HR team for performance and effectiveness.


  • Minimum of 10 years in senior management positions.
  • Be able to work with a variety of organizational leadership to build consensus around HR strategy and tactics.
  • Demonstrated success in leading an organization in major transformation.
  • Background in talent management and leadership management
  • Ability to bring immediate credibility to the human resources function through his/her professional qualifications and leadership skills as well as project the highest levels of integrity.
  • Superior interpersonal communication, proven organizational skills.
  • Experience in working with and building a culturally diverse team, both within the HR department and organization wide.
  • Experience working in a federated organization or a major health system. .
  • Experience in developing and implementing successful strategies based on an understanding of market drivers, trends, opportunities and resources in a fast cycle business.
  • Able to lead cross-functional diverse teams and collaborate closely with colleagues.
  • Strong financial and analytical skills.
  • Organized and able to manage multiple priorities effectively.


Undergraduate Degree/ Graduate Degree required, preferably a Master’s with a concentration in Organization Development, Change Management, Leadership Development, or Business Administration.


Ability to read, analyze, and interpret common technical journals, financial reports, and legal documents.  Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.  Ability to effectively present information to top management, public groups, and/or boards of directors


Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations.  Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.


Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables


Must possess valid driver’s license at the time of employment.  Must be willing to travel.
